EDB Business Partner ASA (OSL:EDBASA) (Oslo, 15 October 2008) Six Østfold municipalities have entered into an agreement with EDB to use EDB's newly-developed solution for enterprise and resource management by Norwegian municipalities. EDB Resource Allocation and Management is part of EDB's product portfolio for the public sector. The agreement represents total contract value of NOK 10 million, and runs for four years.

EDB is Norway's leading supplier of IT services for Norwegian municipalities, with more than 300 municipal and county authorities as customers. Over recent years, EDB has invested heavily in developing its solutions for public administration in the form of the new solutions platform known as EDB Digital Public Sector. This new suite of solutions is based on market-leading IT technology from the international software specialist SAP, and provides more efficient and unified management of a municipality's administrative requirements than was possible with the solutions that municipalities have traditionally relied on.
Regional collaboration between the Østfold municipalities The six Østfold municipalities that have entered into this agreement with EDB are Askim, Eidsberg, Hobøl, Trøgstad, Spydeberg and Skiptvet. The municipalities in Indre Østfold have worked together for many years on service production and delivery through a joint unit known as Smaalensveven IKT. This collaboration is structured as a municipality-owned company that also operates as a purchasing company and centre of technical expertise for its owners. The municipalities represent a total population of approximately 60,000.
As part of this collaboration, it was important for the municipalities to find a unified solution that included both a technology platform and integration capability in order to reduce their IT costs. The operating services model the municipalities have now chosen is based on a local installation of the EDB solutions at Smaalensveven ICT.
EDB Resource Allocation and Management will give the municipalities access to self-service solutions that deliver high levels of user efficiency for processing travel expenses, time recording, employee costs, purchasing and similar functions. The system gives the municipalities the opportunity to introduce new working processes that are unified across different sectors and entities, avoiding the significant restrictions which previously hampered efficient workflow. The solutions will also support and improve the efficiency of the municipalities' organisational development processes, which are important for recruiting and retaining high-quality employees. In addition, the solutions will allow the municipalities to consolidate the number of applications they use.
